Are the dates for the Russian Nuclear forces Maneuvers set or are they still "sometime mid February?

How far in advance are these types of things planned and made public?

Could the Russians be posturing themselves for an allout defense and/or all out offense because they know, through intelligence means, that we, as promised over and over again, are going to be hit by "AQ" (or someone) and hit hard. The one thing that haunts me more than anything is their numerous claims regarding the upset in the balance of power. Obviously if that happens then TSHTF and who knows what happens next.

Does anyone know if Russia will be conducting Civil Defense exercises at the same time as their Nuclear maneuvers?
