Since you're in NJ, I have to ask if you heard anything similar stories: Early yesterday evening my son came in with a small plastic pouch with powder in it. He jokingly said - hey mom I found anthrax in our driveway. Of course, I took it seriously and told him to drop it. It turned out to be some sort of promotion for a diet powder. It just seemed odd that in these times someone would leave packets containing a powdery substance in neighborhood driveways. Very weird.
