That's not quite true. It provides concurrent receipt only for those with a disability rating of 50% or more. That's a very small portion of the military retiree community.

And in fairness, although Bush signed it, he did fight it every step of the way, including a threat of a veto the previous year, which killed it for another year.

I think the rub was removing drug addiction as a disability. Also they finally went back to review the disabilities,removing those who were questionable. The ignorance surrounding this issue is appalling.
