That's not quite true. It provides concurrent receipt only for those with a disability rating of 50% or more. That's a very small portion of the military retiree community.
And in fairness, although Bush signed it, he did fight it every step of the way, including a threat of a veto the previous year, which killed it for another year.
You are correct, plus it kicks in over a 10 year period. Well I am rated at 100% and will be 60 in September so I get a portion of that this year. We get basically about 40% of it the first year I think.
And yes you are right that Bush did fight it.
