Erroll M. Brown, the Coast Guard's first African-American admiral, said when he was selected for star rank in 1998, he was "shocked, humbled and honored. Making flag rank for anyone is very significant. Less than 1 percent of officers make it to flag rank, so it's a significant accomplishment."
