Your 33% is even more wrong! You should have checked the AP article that is out on the NEA instead of using Drudge:

Excerpted from the AP article that came out tonight about Funding for the NEA:

First lady Laura Bush made Thursday's announcement, saying the president would ask Congress next week for an $18 million increase for the NEA, a 15 percent hike over last year.

The GOP-controlled Congress increased the agency's funding to $122.5 million last year, up from $115.7 million. That's still well below the $175 million it received in 1992.

Okay, then by your admission and the AP article, the NEA giveaway is going up a proposed 15%.

That is 20% too much. It should be going down 5% a year until it's gone.
