Since that hasn't been effective, I suspect that Sharon will risk an extra-national response outside of Israel.
Just my guess, but the suppliers of the bomb materials need to be hit, and hit hard, even if they turn out to be in Europe or Persia or Africa...

Those who maintain a terrorist infrastructure of hate must be destroyed (i.e. Palestinian Authority). It doesn't matter if their bomb manufacturing is hit, they will still find a way to murder.
