It's pretty safe to assume that the level of government surveillance of your activities has remained the same -- zero.

Rush probably thought that as well till he got hit with something called structuring in his bank withdrawals. You'd be amazed at how many government surveils you are subject to without suspecting it. Opened a bank account lately? bought a gun lately? Ever wonder what all those things that look like cameras sprouting up on the intersections are? Noticed that you have different requirements to exercise your 'right' to vote now? the kind of requirements that are database based? Applied for a job and not known that you are now turned into a government database to check up on you and your current status? (that ones been around for quite a while, but people still think you're a kook or conspiricist if you mention it). And on and on and on.

And, of course, these are all vitally nescessary for our protection, security, and well being.

Facts are such IMPORTANT things. LOL

It is a FACT, that the limit on withdrawls,that triggers bank notification to the Fed Gov., which is what you're talking about, re Rush, has been in force, since at least the '80s!
