Civil affairs soldiers are stretched thin. Some 80 percent of military civil affairs experts already have served in Iraq or Afghanistan.
“We’re running out of civil affairs experts,” Blackledge said.
Something I said last year, that this was going to be a problem. That and infantry soldiers are NOT cops.
