One thing that terrorists have learned is that the US is defiant from dealing with terrorists. Now there is currrent (and past) challenges that may make policy exceptions.

It's not a theory that I endorse but those at the antiAmericanWar/ProPalestinianWas rallies last year (here sold a "peace" rallies) certainly advanced that notion.
