Then why didn't they? I don't remember reading anything about Bush vetoing immigration reforms. It has to be passed by Congress before the president can do anything. Maybe he didn't push for more restrictions, but I didn't hear him threaten to veto them if passed. So where was Congress on this issue?

Anyone remember his fight(still ongoing) to destroy the trucking industry, demanding that the borders and all highways be opened to commercial trucks from Mexico?

Ummm, yeah this fight was pre-9/11 - it goes all the way back to the Clinton years, way before Bush was ever in office. It is part of the whole NAFTA agreement.
