Additionally, Californians, specifically LA - what can we do to repeal Special Order 40? I have never heard of this little gem! Have you?

Heather McDonald's article points out that the state and local authorities are a major part of the problem. Vested interests continue to plague any kind of reform. I misread this earlier , glad I got a chance to see it again. .
Bottom line, as long as the locals don't do anything and , in fact, exacerbate the situation, nothing done on the Federal level will make any difference.

Locals don't do anything because they do not know anything about what's going on. That Order No. 40 - never heard about it. No wonder the crime rate is so high!
Even I was involved a couple of years ago when a couple of illegals broke into our home and had a field day. One of my husbands guns was found in a pawnbrokers home in Mexicali (he had been under surveilance) and as a result he was prosecuted. Briefly, the story was that illegals were taught breaking and entering in a house in Lakewood. Then they would periodically cross the border - do their dirty work - return merchandise to pawnbroker for cash, then back across the border to buy drugs, etc. Incidentally, our home is a little over 200 miles from the border. Ever heard of Torrance, CA
Any ideas what we can do? Thought about sending a letter (snail mail) to the President, Tom Ridge, our representatives and Governor Schwartzenegger, along with a copy of this article.

The reason no one does anything about the illegals now is that local polititions pander.There are some here that will add to the economy and eventually make good citizens...then there are others like those described here.

The only stick that will work is if the interests of the States converge with the Feds. States have no interest in helping with a problem they benefit from. The Feds have no power under the 10th amendment to force states to enforce federal law. It is a constitutional catch 22. Even after 911, states refused to participate in INS efforts to sweep airports and other places with large illegal alien workers. The only state that did was Florida and that had more to do with the family relationship between Jeb and GW than anything else. The INS has only 2000 field agents to enforce immigration laws and with 8 to 10 million in illegals in place, the Feds cannot even put a dent in the problem without all out cooperation from state and local government. States benefit from illegal immigration and that is an ugly truth no one is willing to face.

I don't mind discussing the illegal immigration question.I think we must..but as I just said,as long as the local,states,don't allow their law enforcement to help,we can't control the borders,solve the problem with blue cards,etc.There are conflicting agendas,state and federal.We just throw up our hands and do nothing.

In my view, it's too late for discussion. I remember years ago when CA governors were pleading for Federal help on the border. Democrat senator Alan Cranston dismissed it as did the East Coast senators and the majority of others.
"It's a CA problem --- we don't have problems in our states." Texas, Arizona, and California have been living with illegal immigration for years. Now we're overwhelmed and it's too late.
Left to me, I'd seal both borders with the military. There is no "wonderful" solution.
