It must be filler. I've seen him do this everytime, in the middle of speeches, he kinda goes into weird stuff.
Lets get to space stuff or something cool!

I think he was just making the point that integrity in sports is important, and I agree. That was my take on it. Don't think the mention of steriods was necessary though.
