What was his motivation. Bush ran on this in the 2000 election; you just didn't notice or didn't pay enough attention. He was pushing it right before 9/11 and backed off -- which was probably a wise decision as there had to be a lot of work to get the Homeland Security department off the ground and Democrats delayed it for nearly a year. It should not have surprised you.
Or is it that his Business/Globalist puppetmasters jerking his chain?
