Washington -- The Bush administration has decided to revamp the civics test that hundreds of thousands of prospective citizens each year must pass to become Americans, and is developing a new exam, officials said Thursday.

President Bush alluded to the effort in his speech last week on immigration reform, and this week the Bureau of Citizenship and Immigration Services convened a two-day conference of more than 100 immigrant advocates and academics at a hotel here to discuss the principles for change and its implications.

"The law requires that people seeking citizenship show that they can understand and speak basic English and demonstrate "a knowledge and understanding of the fundamentals of the history, and of the principles and form of government, of the United States."

That (if it were ever enforced) would disqualify at least a third of the population - including native born Americans.

Is this supposed to make us feel better about Bush's immigration plan?

Here comes the first of many attempts to make it look as if the administration is serious about immigration reform... kind of a a counterbalance to the KRAP (Karl Rove Amnesty Plan) that was proposed last week.

Sorry. It won't work with me. Or millions of other Republicans like me.

Yes.

It reminds me of back when Carter announced that English was no longer the official US language and that Spanish should be a mandated second language in public school.

He did not get reelected, and Spanish was not mandated.

I was being rhetorical, actually. This is like a Band-Aid being applied to a gunshot wound.

Is a loyalty oath included?

I would humbly suggest that it be included, for all Americans, to stay citizens.

A multiple choice question might be:

As a citizen, I expect the quality of my life in America to be in direct proportion to the amount of effort and creativity I expend when:

1)on my own initiative, using my God-given talents to produce goods and services the market demands.

2) finding the right window down at city hall when submitting applications for social services

Answering b) getting applicant the hook but fast.

Alas, I'm dreaming again.

Yes.

It's sort of like giving a teething baby a warm and fuzzy toy to distract it.

I like my "Band-Aid over a gunshot wound" analogy in #10, personally...

The esteemed that sit in the WH take one, and the good it does? My advice, to the current bunch, update your Resume. Blackbird.
