A budget is much more than a set of numbers.
It's a document that also reflects goals, principles and assumptions.
But not this year.
This year, Napolitano proposes several "fiscal bridges" totaling $377 million to help balance the budget. Some of these have already been used and endorsed by elected officials in the past.

Isn't it great how so many also advocate Headstart for helping with education? I was in a movie theatre when an add for free day care came up. It was an ad for Headstart. Sometimes they actually admit it.
