I think that the folks issuing the licenses should be allowed their first amendment rights...
to say "that's OK, we won't make you remove the veil for your license photo...
we don't want your fugly face to break our camera."

Maybe they should have their pictures taken in a country where their religion of terror is appreciated. As for getting a driver's license I wouldn't count on it in those countries.
