Dean urged Clinton to take unilateral action in Bosnia By Steve Komarow, USA TODAY Democratic presidential contender Howard Dean, a strong critic of what he calls President Bush's unilateral approach to foreign policy, urged President Clinton to act unilaterally and enter the war in Bosnia in 1995. (Related item: Text of letter) "I have reluctantly concluded that the efforts of the United States and NATO in Bosnia are a complete failure," he wrote, citing reports of genocide during the Bosnian civil war. "If we ignore these behaviors ... our moral fiber as a people becomes weakened. ... We must take unilateral action."

Dean also called for unilateral action in Iraq, in a March interview with Jake Tapper for Salon Magazine:

According to an interview with Salon's Jake Tapper, when Dean was asked to clarify his Iraq position, Dean said that Saddam must be disarmed, but with a multilateral force under the auspices of the United Nations. If the U.N. in the end chooses not to enforce its own resolutions, then the U.S. should give Saddam 30 to 60 days to disarm, and if he doesn't, unilateral action is a regrettable, but unavoidable, choice.

This is the start of some diabolical moves by the Clintons.

Bullseye.

They want Wes to have the shot at it, even though they know he won't make it. It does, however, get him 'out there', known, etc. in preparation for Hillary's run in '08. My bet is he will be her running mate.
