There is a reason this has been issued. Presidential proclamations like this (which is essentiall an EO) are done for a specific purpose.

It could be "smoke and mirrors" but if it is it is not very effective, since there was no announcement of it as far as I know. It simply appeared.

I am inclined to think there is a specific reason for this, and am trying to understand what it might be.

This would seem to also include the majority of the mexican gov't & hopefully the 'coyotes', drug mules, & 25% of our prison population. (once released)

I thind it's an attempt to soften the blow of his idiotic proposal. "See. We really are trying to keep the bad guys out!" That type of thing. It is rather odd, though..

How are we, as a nation, supposed to know if someone is a corrupt official from another country?

I guess the CIA and other intelligence agencies will gather that information and provide it to the Secretary of State to make a determination - then it goes into a big homeland security database that is accessable from our embassies and immigration control points.

This isn't about keeping out Mexican border crossers, if you ask me. It is left to the Secretary of State to specifically identify the individuals. It further speaks of serious economic consequences to the international business interests of the United States.

It sounds to me more like it is directed towards Marc Rich and his family.

Bush referred to another controversial U.S. initiative when he urged countries to ban all corrupt officials from crossing their borders. The United States has asked other leaders to agree to a proposal that would ban corrupt nations from the OAS.

"Today, I signed a proclamation denying corrupt President Bush told leaders from across the Americas that free trade is the best road to prosperity in the hemisphereofficials entry into my country," Bush said Monday. "I urge other countries to take similar actions."

The president also took aim at Chavez, who recently accused the United States of "sticking its nose" into his country's affairs when Washington urged that he allow a referendum on his recall from office to proceed.

Maybe the Calif. and other states prison systems may be sagging under the criminal immigrant problem. They move to America after a life of crime elsewhere and end up sitting on their a%# in a jail while Americans pay for it. Do not allow them into America in the first place. They are seedy little criminals? Keep them out
