For purposes of this proclamation, "serious adverse effects on the national interests of the United States" means serious adverse effects on the international economic activity of U.S. businesses, U.S. foreign assistance goals, the security of the United States against transnational crime and terrorism

Hopefully this will be asked about in a press conference conducted by the Press Secretary.... It sounds like he's directing this at some countries where their officials have been known to use influence on economic or judical activities that impact trade, etc. And also to others that may not be officials but that are involved in that trade in some manner... This seems very open ended but I'm sure it has a direct purpose.

Sheer speculation on my part, but this sounds like he's targeting corruption in various diplomatic corps that are using diplomatic immunity to further further drug-trafficking and terrorism.

In effect, cutting out the BS:

Sounds to me that the man has issued a decree..
One that forbids the entry of anyone, for any purpose his administration might find offensive.
