It's all part of his and Karl Rove's plan to please everybody, which ends up pleasing nobody. If it weren't for our security needs I think he'd be a one-termer like his father.
Typical wisdom is that he hopes to get the hispanic vote...I don't see that happening, though. The only other reason I can see him bending over backwards to please Mexico is a little conveluted, but here goes: China is making a lot of progress in building a strategic beach head in Central and South America. The Panama Canal is the best example of this. Mexico is about as close to the 3rd world as you can get this close to the US. Maybe (and this is a big maybe) if Mexico doesn't find a strong economic ally in the United States, then maybe it will Find that ally in the only other country in the world with a reason to be their "friends," as well as expansionist ambitions and the financial, industrial, manpower and military means to pull off those plans...China. If that were to happen, we would the first real threat of an invasion by a hostile military power since the War of 1812.
Something about securing a GOP majority in the House and Senate for the next 50 years.
