Amnisty is a pardon. It wipes away any wrong doing and makes you legal. This is NOT amnisty. It is a guest worker program that does not lead to citizenship. You have to pay a fee if you are already here. That is the punishment. If you don't have a full time job, you have to go home, that is the OTHER punishment.

This policy certainly "wipes away any wrongdoing" because NOBODY will be deported for having broken our immigration laws. (Any deportations will be the result not of lawbreaking, but failure to find a job.) And the policy certainly "makes you legal" by granting legal status.
Even by your definition, this is a de facto amnesty.

Bush did not say that once the visa expires they must go home, Bush did say that immigrants can do one of several things however: They can re-apply for another 3 years, apply for full citizenship, or if the first two aren't enough for them, simply get the hell out.
This temporary status is neither a drivers license nor is it a voter card, so the argument that this is pandering to the Hispanic vote is laughable.
