The ticket was turned in and the winner is NOT the woman who claims to have lost it.
The woman has played the same numbers off and on over time using a "bet" ticket.
The only question that remains is if charges will be filed against the scumbag who tried to claim the ticket was hers and that she lost it.

The Ohio Lottery says the ticket is a bearer note, which means whoever turns in a valid ticket is legally entitled to the winnings. Says it all. I'm just angry I didn't know soon enough to drive up there and search for it myself. I had a lot of plans for that money.

Could we be conned? I mean, next time the lottery says that the winning ticket was sold in my town, suppose I claim that I had it but lost it. Then, when the real purchaser of the winning ticket steps forward, etc. etc.

Ban all lotteries.
The lotteries are nothing more than a tax on the stupid.
Most of the people who have won the lottery have had nothing but problems after they have won.
Destroyed families, Bankruptcies and worse have plagued many winners.
The states that have sanctioned lotteries sold it to the people to cut taxes and support education.......they have done neither.
States that have casino gambling also have problems with prostitution, gambling addiction & crime.
If was was illegal before and the state now supports it....then does it not make that state criminal?
WE could say the same about abortion also.

The judge should hold up the ticket and tell them if they can not decide among themselves, he will tear the ticket in two and award each of them a half.

All state lotteries have this policy and they do it for a very good reason: To avoid endless litigation and bickering over situations like this. Whether she genuinely lost the ticket or not, this woman doesn't have a leg to stand on. If you don't have the ticket in hand, then sorry, but you cannot claim your prize. End of story.
At least in Massachusetts (I don't know about other states), there is a signature line on the back of every ticket. If the person buying the ticket signs the back of it, then only that person can claim the prize even if the ticket falls into somebody else's hands. That is why the Lottery here urges everybody to sign the back of their tickets immediately after purchase. If somebody finds a winning lottery ticket on the ground and it is unsigned, they can sign the ticket with their own name and legally claim the prize. No matter what the circumstances.
