Apart from the scandalous book you mentioned, all the problems you listed could be addressed with some sort of normalization of their legal status.

If we had a government, court system and groups like the ACLU who were not actively working against assimilating these people into our culture, language and way of life.

That's the real issue I suppose. But mixed together it is a recipe for the eventual balkanization of our once great country.
