Saudi Arabia Says Top Al Qaeda Suspect Surrenders Tue December 30, 2003 02:56 PM ET

RIYADH (Reuters) - One of Saudi Arabia's top wanted Islamic militants, sought in connection with deadly suicide bombings, surrendered to police on Tuesday, Saudi state media reported. An Interior Ministry statement carried by state media said Mansour bin Mohammad Ahmad Faqih, who was on a list of 26 wanted militants with suspected al Qaeda links, surrendered to authorities and was later visited by his family.

Saudi Arabia has promised to strike with an "iron fist" against those behind bombings that killed more than 50 people, including nine Americans, in May and November. But Riyadh has pledged that militants who surrender could expect better treatment in court.

The surrender came a day after a small bomb exploded in Riyadh in a parked car in what security sources said appeared to be an assassination attempt on a security forces officer.

Saudi Arabia named 26 suspects early this month it said were wanted in connection with "terrorism" in the kingdom and offered rewards of up to $1.9 million to anyone who helped police arrest them or thwart an attack.

State television has repeatedly shown pictures of the suspects who included 23 Saudis, two Moroccans and a Yemeni.

Security forces killed one of the 26 in a shootout this month. Police said a tip-off had been received for which a reward was paid.

The country has been battling a surge in Islamist militant violence believed to be linked to Saudi-born Osama bin Laden and his al Qaeda network.

Better yet, surrender to the nearest American and rat out the rest of your cell and your contact. Rewards will be substantial both now and in the next life.

Usually these guys only surrender when they make deals with the cops ahead of time. Let's hope that's not the case in this instance.

They didn't say what treatment they could expect PRIOR to getting into court.

SAUDI ARABIA ANNOUNCES THE NAMES OF 26 SUSPECTS

The Ministry pointed out that all these wanted should surrender themselves to security authorities to clarify their positions and anyone convicted will be treated in accordance with the rules of tolerant Islamic Sharia.

Anyone who covers up for or cooperates with these wanted in any form will be subject to religious deterring punishment, the announcement said.

The Ministry called on all citizens and residents to cooperate through reporting on anyone of these wanted suspects by using free telephone No. 990, noting that all notifications will be secretly kept.

It announced allocations of immediate financial rewards to anyone who reports on and leads to any suspect of these wanted or other terrorist elements and cells as follows:

One million Saudi Riyals will be given to anybody for information that leads to the arrest of anyone of those wanted or any other terrorists;

Five million Saudi Riyals for information leading to the arrest of a group of the wanted;

and Seven million Saudi Riyals for anyone contributing to foiling a terrorist act by uncovering the cell or the group that plans the act.

That just means that the sword they use at your beheading will be extra sharp to cause as little discomfort as possible.

Perhaps that sharp sword will even be lubricated with some bacon grease.
