Hey, you're not blind, as that site is not too clear. You need to scroll down the page - it's about midway or so - and I'd bet you'd see where to go and vote. Categories are in the center of the page and to vote, you should click on the site listed on the right side of the page. If you're still having problems, ask again on this thread.
