So what's the man's purpose for having this "speech"?

By announcing the sky marshalls program on international flights he is trying to scare off the bad guys.

The bad guys won't know if the guy sitting across from them coming from London is an SAS type commando.

One .. to reassure the country

but I get the feeling there is more to this briefing .. that maybe it's to let others know they are being watched VERY closely
