Transportation Secretary Norman Mineta, who must have little else to do, has recently urged state governments to pass "primary" seat-belt laws, which allow police to stop and cite motorists solely for failing to wear a seat belt.
And the Bush administration has proposed a $400 million incentive to reward state governments that pass such laws.

Where did you ever get the idea that the "solution" to every problem is another government handout program? Therein lies the PROBLEM, not the solution. But somehow that doesn't fit your notions so you want more taxes collected to redistribute to people who neither earned nor deserve them. You are so wrong it would take weeks just to tell you the depths of your wrongness. Maybe even months.

Actually, since government regulation is responsible for the high cost of BOTH food and medicine (and MOST OTHER goods and services), dumping the regulations and regulators will go a long way to making everything more affordable to EVERYONE. Including the old folks.

..not that it apparently matters much to you anyway, as you call someone who entered the thread hurling personal attacks, and who added absolutely nothing to the debate your "amigo", while insulting those who hold an opinion different than yours by calling them "bots"...Actually, I immediately regretted using that stupid expression, but I hate to see five or six posters ganging up on one.
