He started serving a jail sentence in 1998, so his average has to go up since he couldn't have been arrested while in jail.

1998, not 1988 -- 17 years, or about 33 times a year. Doesn't mean he was convicted or was even tried for many of them...

It's estimated to cost "at least $2200.00" per arrest, booking and court costs for each "MINOR" offense committed by this habitual criminal. The candyass news reporter and the justice system are broken if they don't see how horrible to our society, this perp really was. He needed to be on a FREEZING road gang, not in a warm indoor garage, drowning in his own waste.. Bah Humbug..

Maybe some of those times weren't actual arrests but PC's? PC, Protective Custody, tossing someone in the clink to sleep off a toot?
