The logical strategy would be to split the alliance by attacking England (UK), in order to move the Brits more toward the prevailing European position. I think that such a move instead would "steel the British resolve," but what do I know.
I remember keeping the watch during Ramadan, ready for anything, and Atty. Gen. Ashcroft did not authorize raising the color alert level to orange. Now, out of the blue, and during the big travel season, he's been convinced to raise it.
One possible explanation for this turn is that Sec. Ridge has convinced A.G. Ashcroft that the added level of alertness serves to implement resources which can thwart a terrorist attack. That the heightened alert is really an important and most prudent step in safety and prevention.
Another possible explanation for the increased color-level alert is that an actual terrorist operation of horrifying proportions has been verified beyond doubt, and that this operation is taking place in an unknown location or locations.
So I guess that folks have to get back to being ready for everything at all times, at least for awhile, and used to getting so prepared anytime, on the shortest notice.

I too think that an attack on the UK would 'steel their resolve' and result in even closer cooperation between us and the Brits.
