that would happen anyway. what do you think, Libya would come to us and tell us we developed nukes and gave them to AQ, but now we want to confess and "give up", so that when they are used against the US, you won't attack us. that's like your neighbor calling you 30 seconds before the bomb he planted in your house goes off to inform you, so you won't blame him when it goes off.
