Doug Moe: Get serious, ban those ashtrays

NOW THAT some members of the Madison City Council are saying they want to extend the ban on smoking to include all city bars, restaurants and workplaces, why don't they do what New York City did, and go after the real public enemy No. 1?
I'm referring to the ashtray.
Why should we emulate New York? Because an alderwoman says we should. I quote Ald. Jean MacCubbin, talking to the State Journal: "If you look across the nation, states and municipalities much larger than us have went smoke free. We're dragging our feet."
Forget the grammar - I assume MacCubbin is referring to New York City, which under new mayor and anti-smoking fanatic Michael Bloomberg went totally smoke free on May 1.
Madison's current smoking law, which passed Nov. 20, 2002, allows smoking in bars and at the bars in some restaurants. It appears that is no longer good enough for some people.
"The city could implement a ban as early as July 1, 2004," MacCubbin said.
Well, sure, but if we want to follow New York's illustrious example, we must ban the ashtray.
It is all set down in the city's Smoke-Free Air Act, which is a remarkable document, one that should be put in some kind of time capsule so that future generations might see how our public officials spent their time.
