Might there be a morale problem when a US Naval ship is home-ported in a foreign nation?
It's bad enough having long deployments, but having an American foreign fleet permanently stationed overseas .... ?
Why?

I can't speak for others, but I loved being homeported overseas. Was homeported in Naples, Italy and Yokosuka, Japan.
The 7th Fleet is truly the Navy's tip of the sword, you WILL be called numerous times to various hotspots from the Philippine Sea to Southwest Asia but you know what you are doing is making a difference. Beats the hell out of LEO ops outside San Diego.

I'm on the Vandegrift (FFG-48, for the benefit of those of you who are listening in). My ship is across the pier from the Gary in Yokosuka. I heard about CMDR Dua's firing when I came in this past Monday morning. Apparently, DESRON 15 (his boss) came onboard last Saturday and canned him on the spot, then started re-arranging the departments.
The reason? He failed INSURV. INSURV is an very important and very anal inspection. Essentially, the entire ship must be in the same material condition as it was when it was first commissioned. No rust, no tears, all of your equipment must be working as it was designed, etc. This is damn near impossible (especially for a forward-deployed frigate; especially for a Navy that is paying through the nose to test the 'beta' versions of systems for various military contractors), but you must try.
Life on the Gary looks pretty miserable right now; people are working 'round the clock and then some. My ship will be doing an INSURV inspection too; my CO is getting jumpy. I'm not looking forward to a good holiday season.

As a lifer, I went through many Insurvs and passed them all, even on a WWII destroyer that had failed a prior Insurv and was scheduled for decommissioning. Instead, it was refurbished and was eventually sold and was still around 50 years after it was built.
I always thought it was the crew that made the ship, but that was when I was a part of the crew. When I was on a staff, I saw how clearly the ship reflected the character of the CO. They failed Insurv because of the CO. But I will bet that there are other factors, just this one is easy to single out.

INSURV...well, that explains that. Their life will be hell for a while. Hope yours goes better.

INSURV, ORSE (for nuke type ships and boats),TRE any of these inspections are hard on the crew. the preps can be so daunting that you acually look forward to the inspection after all that time *L*. And sometimes the grades can get quite political, depending on how well the CO is liked by group comanders.
