Intelligence operations never destroy the only leads they have but do just as happened in this case, they watch and learn the entire operation before making an assessment that nothing else can be gained by allowing continuance of the operaton.It takes more than a decade, over ten years, to determine that nothing else can be gained by allowing continuance of the operaton?

Individual agents may have monitored these guys, but they were not allowed to do anything more. If Al-Arian was known to be a threat, would he have been allowed to meet with Bush and then visit the White House?
