First, the recall of Gov. Gray Davis and the election of Gov. Arnold Schwarzenegger carried a message from voters: Fix the budget mess without tax increases.

Second, the structural spending level of the state remains too high by about $10 billion annually. It's that structural deficit that has brought about the budget crisis, and it must be confronted before the crisis can end.

When the spending cap comes down on them, maybe then they will get the message, 30 years is a long time to ignore the voting public, they are about to find that out.

Typical idiot liberals. The objective is to cut spending to get the state out of bankruptcy. So what do the stupid liberals demand? MORE MONEY.

(((shaking head)))

To be a liberal, one must be mentally deranged, or ignorant of reality.

This is shaping up well. The 'Rats might just have cut off their noses to spite their faces.

When this (undoubtedly overwhelmingly popular) Initiative goes on the ballot in Nov '04, it will bring the popular Terminator Gov. to campaign for it (while he makes appearances with GWB).

In short, the 'Rats have just done their best to give GWB a chance in CA come next November.

*MUAHAHAHAHAHAHAHAHAHAHAHA!!!*

Speaking of this guy, Arnold is going to be on Hannity and Colmes tonight. Will they take it easy on him? It should be something to watch. Better than "the simple life"

The issue is headed for the ballot in 2004, but it's unclear whether that will be in March or November.

It may be neither. Arnold has the power to call a special election, so he could get one as early as June if he hustles up signatures quickly. You can bet there'd be tremendous teeth-gnashing about it being an expensive waste of money, but the power is there. Or maybe he'd just go ahead and get it on in November, when the Dems would HATE to be facing the voters with that sitting there on the ballot too. It'd serve them right.

"Second, the March primary is likely to bring out more Democrats,"... November will bring out more Republicans who would favor a tough spending limit.

Guess the old prof hasn't been following the news lately. There are issues on the March ballot that will bring out everyone. Probably more moderates and conservatives than liberals.
