No, you misunderstood. Dean said he will absolutely choose an insider-- someone who has Capitol Hill knowledge.
There are alot of "absolutes" that Dean has said, many of them "absolute whoppers", but I believe you are correct, and this plays well into this endorsement by Gore, a DC insider, who has proven he's no moderate.
At this point, I surmise a Dean/Gore ticket.
