And I am not trying to totally blame President Bush for an election ploy that evey Presidential candidate uses, but the fact is that Presidential candidates shouldn't be making promises about delivering legislation, it really isn't their job to do so.

It's not my fault or the President's if you weren't aware he supported this."I was aware of this, but this doesn't change my annoyance at how President Bush bullied certain Congressmen to support the bill, even if the bill wasn't in the best interest of their constituents. That strikes me as being pretty low, and something that the Executive should know not to do.
Also, this doesn't change the fact that this bill is just bad policy, period.

No, Al Gore was promising uniform coverage for all. Bush wanted it to be means tested for poor seniors only. I guess he changed his mind to get reelected. BTW, Bush also promised that CFR would be signed over his dead body.

He promised this bill during the campaign.This bill, or a bill 1/3 the size with stronger privatization components? If the President promised a tax cut, and delivered on a $1 reduction for each citizen, would you say he's fulfilled his campaign obligation?
