I believe the usual answer is that they are concerned that illegals will be afraid to report crimes committed against them. American citizens can go to hell, though.

But that still is not a good reason. After all they report other criminals without worrying that they will become worried about reporting crimes against them. Why should illegals be any different then say prostitutes?

American criminals who are wanted by the police also tend to worry about calling the police when they themselves are victims of a crime.
