I think it's more of a desperation thing for all the democrats at this juncture... They seem to be getting their butts handed to them at every turn and thus they don't know what to do other than lash out.... I personally hope they keep it up through much of the campaign as I believe it turns off cross overs and independents that they may could get.

She believes Bush is beatable next year
If she does believe that, she's running in 2004. Otherwise, a Dem might get in and that would push her change to 2012. By her actions and words, she seems to be running--just trying to avoid going public and having to answer hard questions.
