CBSs John Roberts seriously asked: What are the legalities of filing a fraudulent flight plan? Air Force One is a military aircraft... which are legally exempt from filing civilian flight plans. Air Force One does so merely as a formality when it does file flight plans.
During the 9/11 crisis, when Air Force One was carrying the President around the country, no flight plans were filed... appropriately so.
