We don't REALLY know that and frankly, I don't think that is what their scenario was about. A half dozen killings and no ransom note (traceable by the handwriting) gives it away.

The most noticeable part of their entire scenario is that they stayed away from the east side of DC...where all the government buildings are. Interesting that he drew the two buildings which are believed to have been the targets of 9-11, though I believe the Capitol was the target of both planes and the scenario was based on one not being able to make it. That damn Capitol Mall looks just like a landing strip from overhead.
