not sure on insurance, but most likely because it has a lien on it for a loan security.
Truck, most likely cost in the range of $30K after all fees, docs, and upgrades, pending interest rate.

Is he still paying collision insurance on it while it's off the road? Lender requires that he have collision during the full term of the note normally.
