KIRKUK, Iraq (Reuters) - Izzat Ibrahim, right-hand man to Saddam Hussein and the next most wanted Iraqi leader, has been killed or captured in a U.S. raid near the city of Kirkuk, Iraqi Governing Council sources said on Tuesday.
"There was a major action against a highly suspicious objective last night in Kirkuk and it is very possible that Izzat Ibrahim has been captured or killed," said one member of the Council, Mowaffaq al-Rubaie, adding he had been in contact with U.S. forces.
Another high-level source in the U.S.-appointed Council said he had been informed that Ibrahim had been captured in the raid.
Local government officials in Kirkuk, 250 km (155 miles) north of Baghdad, said the town was abuzz with talk that Ibrahim had been captured. Local police said he had been found in a raid in the town of Hawija, west of Kirkuk.
Witnesses said Hawija was sealed off overnight in a large-scale U.S. raid. Nobody was allowed in or out.
There was no immediate comment from U.S. forces.
The U.S. military said last month that Ibrahim was directly involved in attacks on U.S. troops, and put a $10 million price on his head. U.S. forces said they had detained Ibrahim's wife and daughter in the town of Samarra.
Ibrahim is sixth on the U.S. list of the 55 top Iraqi fugitives, but all those in the top five except for Saddam have been killed or captured.
In a deck of cards issued to U.S. troops to help them identify fugitives, Ibrahim is the King of Clubs.
Saddam's pre-war right-hand man and one of the most ruthless enforcers of his rule, he has survived leukemia and assassins' bullets.
Born in 1942 near Tikrit, Saddam's hometown, Ibrahim's fortunes have risen and fallen with those of his leader.
Before the U.S. invasion of Iraq, he was deputy chairman of the ruling Revolutionary Command Council and was put in command of northern Iraq under Saddam's war plan.
At an Arab summit, he once loudly called Kuwait's representative a "monkey." His daughter was briefly married to Saddam's once-feared son Uday, killed in July by U.S. forces.
November was the deadliest month for American troops since the start of the war that ousted Saddam, with at least 74 killed in action. Occupying forces also suffered their deadliest single attack during the month, a car bombing in the southern town of Nassiriya that killed 19 Italians and nine Iraqis.
A reward of $25 million is still outstanding for information leading to the capture or death of Saddam.

Nine fugitives supposedly hiding in Syria? This seems to have been a smokescreen as FOUR have since been caught in or near Baghdad.
Note2: Also, Al-Rawi (J-of-clubs) was reported by an Islamic newspaper as murdered
by Saddam and Qusay on 4/08/03... one day after the bombing of Saddam at the restaurant.
