By Jewel Huang STAFF REPORTER Sunday, Nov 30, 2003,Page 1 The Ministry of National Defense yesterday evening wound up its investigation of an alleged spy case by detaining an employee at the Chung Shan Institute of Science and Technology on suspicion of passing information on the production of a smart bomb to China.

According to a press release from the ministry, Huang Cheng-an (üSÕý°²) went to Egypt twice on vacation.

During those visits he reportedly met with people to discuss setting up a company to sell smart bomb technology.

The ministry said that effort failed because Huang failed to obtain key techniques but he later leaked information about the techniques to China.

The press release said that Huang, 55, began working at institute in 1976 after he was graduated from the air force academy. In 1992 he retired from the military and became a non-military official at the institute.

According to the ministry, Huang was responsible for construction security and environmental affairs at the institute.

The ministry statement said that Huang had close associations with arms dealers both in Taiwan and the Middle East and used these people to sell sensitive information to China.

Minister of National Defense Tang Yao-ming (œ«ê×Ã÷) will meet with the head of the ministry's political warfare bureau, General Chen Pan-chih (ꐰîÖÎ), and Vice Director-General of the Investigation Bureau Tsui Sheng-hsiang(´Þ•NÏé) tomorrow to reward them for the completion of this latest spy case.

The ministry launched a crackdown to tighten security in the wake of the arrests of senior researcher Chen Shih-liang (êÊ¿Á¼) and former Military Intelligence Bureau official Tseng Chao-wen (ÔøÕÑÎÄ) for national security violations.
