On his way into private life, former Gov. Gray Davis did a disservice to his successor and to California.

He snatched from Gov. Arnold Schwarzenegger one of the few options still available to strengthen the state's hand in its negotiations with wealthy and powerful gambling tribes. Before leaving office, Davis sent a letter to 61 tribes quietly rescinding the state's request to renegotiate environmental language in compacts he signed in 1999.

Congress should abrogate all Indian treaties, enact a national gambling law (to permit gambling and simultaneously raise revenue dedicated to an Indian compensation fund), and establish a commission to determine the amount of compensation to be paid to the tribes, through their individual members.

End special rights for Indians once and for all!

If this is quid pro quo, this would invalidate the contract to recind. An investigation should ensue. I may be dreaming, but it would be the right thing to do in the name of California Citizens.

Here's the deal. MAGNA Entertainment owns several race tracks in California. Each is well situated to take advantage of major population centers.

All the Gubernator needs to do to beat the tribes at their own game is ask for legislation to authorize slots at the tracks.

So, the tribes come around and pay up, or they are out of business!

Uhhh, did anyone see what their stock did today? It was $4.41 when I bought in.

I'm surprised that any major California paper would actually come out for fiscal sanity in regards to treatment of the tribes. I thought everyone in Sacramento - everyone - was in their hip pocket. I am not just surprised, but it gives me hope that this fresh wind blowing through town might just start righting a whole lot of wrongs that have accumulated over the years.
