I have a suggestion for the governor. Take a close look at the class size reduction program for California elementary schools.

This year it's costing the state $1.7 billion. Analysis by researchers at Rand found no relationship between statewide student achievement and statewide participation in class size reduction.

It's a "feel good" program and it's in the education budget, so there is no doubt in my mind that we will continue to pour money down this hole.

"Controversial as the idea sounds, a recent poll shows that the public may well support Arnold Schwarzenegger's call for a $15 billion bond to retire the state's debt, so long as it is tied to a spending cap and other long-term fiscal controls. According to Sacramento insiders, a statewide poll commissioned by legislative Democrats showed that voters are about evenly split on a bond bailout without the reforms.

The same Democratic poll also showed that an overwhelming public support, 70%, for a statewide spending cap, government spending cap, and creation of a rainy day fund, both of which the government is proposing to be on the March ballot. Democrats hate this. Spending caps at the state government?

Meanwhile, from the Los Angeles Times, in his opening budget gambit, Governor Arnold Schwarzenegger cast himself as the agent of change suggesting by extension that legislators who oppose him are status-quo obstructionists. He's using the hammer of ballot initiatives against the legislature. He can't get what he wants in the legislature, he's going to sponsor ballot initiatives and have the people themselves do it. The professional politicians don't like that. They hate the ballot initiative process because it does not involve them, and it creates way too much democracy out there. Direct democracy is bad. Voters don't know what they're doing. Members of Congress have experience and know what's right and what's wrong.

For Schwarzenegger, direct appeals to voters flow naturally from his celebrity and from a campaign in which he promised to be the people's governor. However, what's happening here is that people like John Burton and other Democrats are doing everything they can to oppose Schwarzenegger, just as predicted. And it's no surprise, but I think Arnold is ready for it. He has people advising him that know how to get around these people, and I think what might be happening out there is Arnold is going to try a different kind of politics, not the usual kind. The Democrats are going to be stuck in their age-old playbook, politics as usual. Gray Davis personified it, character assassination, credibility attack on your opponent rather than dealing with the issues, and that's already failed with Arnold. They got together with the LA Times and they tried to drum up all this negative stuff, and it did not work."

A bond is a tax, so it really does not retire the debt unless they are 100% successful at cutting spending.

They need to put education ON BUDGET.

I was talking to a teacher who told me they get paid $450 for each student a day. What is that...$90,000 a year?

I figure for $90,000 a year we should also be buying these kids mansions and having them delivered to school in chaffered limousines.

Wrong. Read the quote. Arnold didn't say "No budget cuts," but "I am only going to make cuts to a certain point."

School year, at least in homeschooling is about 180 days per year. So the amount would be about $9000 per student, depending on the number of days they count as a school year..

Still, that's lots of money.

I'm a conservative but it sounds like a benefit I wouldn't touch. Seeing eye dogs for the blind are a necessity, not a luxury. If was a benefit for the middle's class's Rover, I'd say ditch it but that's not now and here. So I'm telling John Burton we're not going to harm the truly needy and he can tone down his rhetoric and work with us to cut spending elsewhere.

Considering that Davis increased spending by almost 40% in 4 years, I am sure there are plenty of places to cut without harming the truly needy.

But it's the usual Dem tactic to make it sound as if the Republicans are taking food out of the mouths of children and dogs away from blind people.

Arnold is doing the right thing: doing the audit to find out the best places to cut, combine that with a spending cap and a bond to get us through the tough times, and institute fiscal discipline now and for the future.

Good idea. A team of writers could never come up with some of Arnie's lines, I don't know about endearing, tho'. LOL ;-)

btw , I'll be glad to see the first 100 days behind us at this rate. The illegals issues appear to be the toughest nuts to crack , that and the budget.

Between Bloated Bureaucracies & more than generous state contracts to employees and unions, there is plenty of room for California to go on a diet. We got a lot more than 18% fat that needs to be cut, but that IS a good start.

I based my $90,000 on 200 days. At your 180 days that would be $81,000 or so and not $9000. That is very expensive indeed.

For that money they could have one teacher per student, a limo and house payment. Something is very wrong, education needs to be ON BUDGET.
