Since when do arrest warrants set bail? How did Michael Jackson get bail before an arraignment ever occured? Is there an alternative justice system available to this person? I'm curious about this too. It's highly irregular to announce bail before a suspect is even brought in and arraigned.
Here's the only logical explanation I can come up with:
The authorities are afraid that MJ will flee the country outside of U.S. juridiction. He certainly has the resources to disappear like that and still ensure a very comfortable life somewhere else with plenty of flunkies to protect him and cater to his ever need (such as supplying young boys).
So in order to prevent him from fleeing like this, they announce to the media about the $3 million bail. This has the MJ camp probably thinking "Hmmm, we can make this bail. Let's show up for the arraignment and see what they (the prosecution) has. Then we can make bail and decide what to do later."
So basically, the intent is to not have MJ worry about spending a night in jail. He'll surrender himself, thinking that he'll be back in Never Neverland in a few short hours where he can then have plenty of time to prepare his exile before the trial even starts.
But maybe the authorities have a little surprise for MJ. Once he surrenders and is arraigned, he is hit with so many charges that the judge decides to hold him without bail until trial and classifies him as a danger to society.
One can only hope.

The way the LE are operating, it wouldn't surprise me at all, if they have been investigating him for 2 months, I'm sure they already knew where he was. Las Vegas is Syberia.

They apparently had a chance to arrest him and screwed it up. It says:
"Jackson left Las Vegas in his private jet on Wednesday, according to reports in Thursday's Los Angeles Times and Santa Barbara News-Press. He was escorted by Santa Barbara County sheriff's deputies to his own jet and flew from a private terminal at the McCarran International Airport, according to an airport security guard the Times did not name. The News-Press said Jackson's pilot had not filed a flight plan and neither newspaper reported where the jet was headed. "
So if the authorities were with him at that point, why did they not arrest him then? Someone screwed up and he's probably in another country by now with his kids.

Michael Jackson left Nevada on Thursday en route to California, where he faces a $3 million arrest warrant alleging multiple counts of child molestation.
Jackson left North Las Vegas Airport late Thursday morning en route to Santa Barbara Municipal Airport aboard a leased jet, according to an employee of XtraJet, a Santa Monica leasing company.
The jet carrying Jackson, his family and a bodyguard, was expected to land before noon PST at the airport located in Goleta.
"He flew out of the North Las Vegas Airport," said Las Vegas police Sgt. Rick Barela. "He's gone."
Jackson's attorney, Mark Geragos, said Thursday that he had negotiated with authorities for the pop superstar to turn himself in and "confront these charges."
Throngs of camera crews and news reporters awaited his possible arrival at county jails and area airports.
"I have made arrangements with the sheriff and the district attorney for Mr. Jackson to come back and confront these charges," Geragos told The Associated Press.
