You do realize that this statement is utterly incorrect, don't you? If you don't, you need to do a little research. Private individuals in the 1700's owned whatever they could afford - up to and including warships.

We have already discussed privately owned ships which were armed with cannons. That does not change the fact that cannons were VERY expensive, rare and owned only by militias and perhaps SOME very RICH individuals. Though I have seen no evidence of privately owned artillery on the land. Got some?

You have missed most of the party so I guess it is too much to expect you would be on top of the discussion.
