If you've ever watched the movie "Bloody Sunday," you'll know that it's in English, but you need the subtitles. The accents are far too thick for American ears.
Absolutely! Most movies coming out have horrible sound(vocals mainly) quality making subtitles necessary.
Mumbling, whispering, actors with poor diction as well don't make for an enjoyable experience.
