Maj. Gen. Clark's Promotion Delayed In Senate

According to a report this morning from the Associated Press, President Bush's nomination of Major General Robert T. Clark for promotion to Lieutenant General has been delayed in the United States Senate.

In response to an anonymous hold on the Clark nomination by a Democratic Senator, an anonymous Republican Senator has delayed all pending military nominations, the AP said. "The senator who is blocking the military promotions is thought to be acting in retaliation for a separate hold placed by an unnamed Democrat on (the) general's promotion," wrote AP reporter Nancy Zuckerbrod.

President Bush nominated Clark for promotion in 2002. After significant delays resulting from questions about Clark's leadership during his tenure at Fort Campbell, Kentucky, the Senate Armed Services Committee voted to approve his promotion on Oct. 23.

Clark was commander of Fort Campbell in July 1999 when PFC Barry Winchell was murdered by fellow soldiers who believed Winchell was gay. Subsequent investigations found that Clark did little to curb a prevalent anti-gay environment at his post. A Department of Army Inspector General report also found other troubling facts about MG Clark's tenure at the post, including command-wide low morale; inadequate delivery of health care to soldiers and their families; and wide-spread, leader-condoned underage drinking in the barracks.

According to a report from "60 Minutes," Fort Campbell also saw an alarming spike in domestic abuse cases during MG Clark's tenure.

Senators Daniel Akaka (D-Hawaii), Hillary Rodham Clinton (D-N.Y.) and Edward Kennedy (D-Mass.) voted against Clark's promotion in Committee. According to press reports, however, all three offices have denied placing the current hold before the full Senate.

"The current hold on MG Clark's nomination is a clear indication that Senators continue to share our concerns about his promotion," said C. Dixon Osburn, executive director of Servicemembers Legal Defense Network, or SLDN, a legal support and advocacy group of gay military personnel. "MG Clark's record did not merit his approval by the Armed Services Committee, and it does not merit approval by the full Senate."

Major General Robert T. Clark IS NOT EQUAL TO Wesley Clark, the Presidential candidate.

Ignoring, for the moment, the merits of the case, this situation shows both the upside and downside to having Congress approve promotions for general officers.

the hold on clark was placed by a rat. in response, an anonymous repub senator put a hold on everything pending.

COLORADO SPRINGS - The new superintendent of the Air Force Academy is among about 400 military officers whose nominations are being stalled by U.S. Sen. Larry Craig, R-Idaho.

Maj. Gen. John W. Rosa Jr., 51, now deputy director of operations for the Pentagon's joint staff, was expected to arrive at the academy sometime this month after his nomination was reviewed by the Senate.
Rosa was nominated last April to replace Lt. Gen. John Dallager, who was replaced in the midst of a sexual assault scandal that hit the school in February.

Four other top administrators also were replaced by the Air Force as the scandal grew.

Craig's stalling tactic in the Senate is unrelated to the academy. He is holding the nominations until the Air Force agrees to increase the number of C-130 transport planes at an Idaho air base to safeguard it from closure during an expected round of military cuts in 2005.

No specific date was set for Rosa's arrival at the academy..."
